No. It's a place to collect your records. What you can deduct and when estimated payments are due depend on where you live, so check with your tax authority or an accountant.
Does it work outside the US?
Yes. The checklist mentions some US forms, but the expense log, payments page and income pages work for any tax system. Write your own documents on the empty lines.
Is there a free tax organizer?

How many pages is the tax organizer?
With the default settings it comes to about 160 pages. That includes 12 month pages, 53 weekly pages, the Tax Organizer, Budget and Business pages and 20 notes pages. Switching off sections makes it shorter, and the builder shows the total as you change things.
